I believe instead of fixing this bug, we should remove python3-postgresql. I've never seen it being used anywhere in the wild, and the last version is a git snapshot from 2018. There are no reverse dependencies, and the popcon count is only 44 (probably from users looking for a PostgreSQL driver for Python, and mistakenly ending up here). I'll file a RoM in a week.
