The package is currently broken in Unstable, leading to the bug report
I sent upstream for Watcher here:

which in fact shows an issue in apscheduler, that apparrently, is using
keywords not available in the current unstable version of SQLAlchemy.
Please upgrade apscheduler to 3.10.4. I tried to do it myself, and it
fixed the issue. Note that upgrading to 3.10.4 is painless, while the
version 4.0.0a5 (currently beta, I guess) broke things even further,
and is using a pyproject.toml (so needs packaging rework).
So do not upgrade to 4.0.0a5, as 3.10.4 is just fine.
