libselinux1 currently fails to build on arm, m68k, hppa and mips*
because the version of gcc/binutils currently in etch does not support
TLS.

Some precisions:
You also need TLS support in glibc, support in binutils/gcc is not enough.

Out of the 5 architectures you listed, arm and mips* already have TLS support in binutils/gcc. All but m68k have full TLS support in upstream.
