This is all useful information for #1052108, but at this point it's too late to resolve that before starting the GNOME Shell 46 transition, so the requested short-term action for this particular package is for the release team to remove it from testing and move on. If someone (perhaps you?) wants to resurrect the gnome-shell-extension-system-monitor package by switching its upstream to a more-maintained fork, that can still happen after the transition goes through, as long as someone keeps it up-to-date with versions required for the current GNOME Shell in the future.
