Hi Maintainer

Scapy has hardcoded dependencies on libpcap0.8, but since the time_t
transition, this library is now named libpcap0.8t64.

This can be seen in the failing autopkgtests of scapy on armel [1] and
armhf [2].

The patches below should be all that is required.
