While gtkmm 3.x and 4.x are still maintained, gtkmm2.4 is abandoned upstream.
It should not be released with trixie, even if the gtk2 removal does not happen.
A popular reverse dependency is ardour, which is in the process of vendoring the
gtkmm2.4 parts that it needs, so ardour should not be considered a blocker.

I am closing this bug because it is a duplicate of the much older
https://bugs.debian.org/967497 . The other bug is also correctly
linked to bugs for the remaining reverse dependencies in Testing.
Merging the 2 bugs doesn't look helpful to me.
Speaking for the Debian GNOME team: we are not opposed to the removal
of gtkmm2.4, but you'll need to work with the maintainers of those
reverse dependencies.
However, GTK2 will not be removed from Debian Testing for a long time
and I personally don't see much benefit to removing the C++ bindings
when the C library is still permitted. There were reasons to move
faster for pygtk, libgnome, etc.
