Quite unlikely. It'd be a very long uphill battle to add:
        dbconfig-common  (1205 KB)
          ucf  (388 KB)
          debconf (1468 KB)
            debconf-english (20 KB) or debconf-i18n (760 KB)
          pwgen (76 KB)
to the list of essential packages.
