If it's one in three that would be too much. For ci.d.n I'm having my "flaky" bug filing threshold between 1/5 and 1/8, but I think it should be below something like 1/20 to say it's acceptable if it's caused by the package itself. If not caused by the package itself, but toolchain issues, those really should get a decent bug and get fixed.
