As subject says, dh-installudev is only available with most recent versions of debhelper, so requires a tightened build-dependency on debhelper. According to debhelper changelog, dh-installudev was introduced in version 5.0.24, and improved in version 5.0.32. So the degree of tightening of the versioned build-dependency depends on wether that later improvement is crucial for mdadm.
