So restricting the architectures of the build-dependency on libvbz-hdf-plugin-dev might be sufficient. At least, the patch below was enough to get r-bioc-rhdf5filters building on s390x for me, and it does not seem to be affected by the pandoc/haskell-pandoc issue.
