The package in question is openscap, which I also maintain. The reason
for it's removal is the PCRE2 transition. However, upstream released a
new version today, which supports both PCRE and PCRE2. I'll see if I
can get it uploaded within a day or two.

For how we ended up in the situation where scap-security-guide is in
testing without the necessary dependencies I cannot tell, it was
removed, then after a day, migrated back.
