I have just noticed that the build dependency libtpms-dev was added in 4.0.1-1. When I install it on bookworm, the build fails as well.
So to work around just revert https://salsa.debian.org/debian/tpm2-tss/-/commit/4c88e0a46685632751e7501a91d9ba66a042e3e2
