gnome-recipes uses libsoup2.4 and librest. The latest version of
librest has switched to libsoup3. It's not possible for an app to link
against both libsoup2.4 and libsoup3. I don't think we will package
the old version of librest separately.
gnome-recipes needs to switch to build with the new librest and
libsoup3 to remain available in Debian.
