Hi,
While there have been some efforts around moving files between packages,
that's still insufficient coordination: files haven't removed from the
existing firmware-atheros package yet[1]! That means that any further
upload of firmware-atheros will be (relationship-wise) co-installable
with firmware-ath9k-htc (because its version will be higher than the one
in Replaces/Breaks), while that's actually not the case!

Such move should have been handled by (1) making sure the existing
package drops files, and then (2) declaring Replaces/Breaks against all
versions strictly lower than this version.
Given modalias information, both firmware packages would be pulled at
the same time during installation, breaking dpkg in the target system.

The Replaces/Breaks versions can be kept because firmware-nonfree managed to
remove the two firmware files with the next version after the marked version.
