I would expect that people upgrade to 4.17.0-2~bpo11+1 before going to
the next stable. This whole procedure follows then case #9 from
https://wiki.debian.org/PackageTransition
where manpages-fr is A and xz-utils is B.
How is this getting to work without manpages-fr contributing to it?
