I looked at the results of the autopkgtest of you package because it was

Lookking at debci results with recent versions, this problem seems to be
fixed now?
It was a mistake that the block was lifted, but indeed, you might be right.
There only seems to be an unrelated(?) error
Installation failed: Server did not start after 60s
on !amd64 that results in fast failures.
But that is an RC issue on it's own, because dogtag-pki used to pass on all
architectures and autopkgtest regression is listed on
https://release.debian.org/testing/rc_policy.txt
But that's a different issue, and one that could be workarounded with
Architecture: amd64
for the autopkgtest.
That wouldn't be an unreasonable workaround, as upstream mostly (/only?)
cares about amd64. I'll add that.
