[ Filled as an RC-bug by the maintainer to see the package auto-removed
from testing. ]
I packaged php-patchwork-utf8 as used by owncloud, but owncloud is long
gone, see #816376. There is a priori little point to ship this package
in a stable Debian release.
I intend to follow up with an RM request in a few months if nobody
objects (but feel free to beat me to it).
