It also seems to be hardware-specific and has a straightforward workaround (using gnome-shell in Xorg mode), so I'm setting the severity accordingly (Mesa maintainers: this is a guess, please increase or decrease as you wish).
This is certainly not a Debian Policy section 3.8 violation, because Policy ยง3.8 refers to a specific technical feature, the "Essential: yes" field, and gnome-shell is not an "Essential: yes" package.
