I don't know if this is just a bug in the pypandoc tests or if it represents
a regression in pypandoc's usability with the new pandoc, or a regression in
pandoc itself.  There is a /usr/share/pandoc/data/docx/[Content_Types].xml
in pandoc-data, perhaps this is a path issue?
