It appears that rust-deflate was uploaded a bit prematurely, it depends on a new
version of rust-gzip--header which can't be packaged with the cargo/debcargo
currently in Debian.
It appears that while the old cargo/debcargo couldn't download the new version.
it had no problem building it once downloaded and packaged. So I have uploaded
it to Debian.
