For the record, please find attached one of the latex files produced with kramdown which was causing the problematic character, together with the output of the failing compilation log with latex from texlive-latex-base/2022.20220722-1, and the succeeding compilation with texlive-latex-base/2022.20220923-1. Seems "utf8x" is finally dead! Yeaaaahh!As of beginning of August utf8x falls back to standard utf8 inputenc and hence we don't run into utf8x bugs.
