scikit-learn fails debci tests when running with scipy 1.8.
The failing test is test_mlp_regressor_dtypes_casting in test_mlp.py
It's not a "large" failure, just that the tolerance rtol=0.0001 is not
met by a small amount. rtol=0.0002 would pass.
