There are two problems with this:

The minor issue is that the changelog should document changes in this 
version. It is not a generic bug closing tool, directly sending 
commands to the BTS is the correct way for closing bugs fixed earlier
(or non-bugs).

The major issue is that the bug was not fixed in 4.2.0~rc2-1 or 4.2.0~rc2-2:

My understanding from a cursory look at the issue a few days ago is 
that upstream should really bump the soname since 65 functions were
renamed or removed compared to 4.1.2.
