Looks pretty much like standard. Does /etc/texmf/web2c/texmf.cnf contain information regarding buf_size? Could you try to temporarily override buf_size and then call the commands ins question, i.e.

buf_size=100000 xetex -ini -jobname=xelatex-dev -progname=xelatex-dev -etex xelatex.ini Try to play with different values for buf_size.
