This package is unmaintained upstream since 2016. There is a maintained fork at https://github.com/jsane-h8ms/clearlooks-phenix which adds support for using the theme under Mate as well as removing the many GTK deprecation warnings this theme currently creates.
This should fix most of the other open bugs against this package as well.
