node-uglifyjs-webpack-plugin is dead since 1.5 years, already carries a
patch to not actually use node-uglifyjs but node-terser, and terser will
soon see a major backwards-incompatible change that will require even
more custom hacks.

It seems this package has only one reverse dependency (webpack) and two
reverse build-dependencies (node-chai and node-webpack).

Seems it is time to replace this package with its successor,
https://github.com/webpack-contrib/terser-webpack-plugin

Setting severity to serious due to the upcoming breaking change to
node-terser.
