cpio 2.6-14's preinst fails here because /usr/doc/cpio does not exist.
(This system was new pre-sarge hence has no /usr/doc leftovers.)

The preinst does

    test -L /usr/doc/cpio && rm -f /usr/doc/cpio

which returns a failure.
