No, please review Section 8 of the policy.

The SONAME is:

$ objdump -x libcmark-gfm.so.0.29.0.gfm.2 | grep SONAME
  SONAME               libcmark-gfm.so.0.29.0.gfm.2

So the package needs to be named libcmark-gfm0.29.0.gfm.2.
