It is trying to access internet because the JSON files for each platform
family in ruby-fauxhai is outdated. ruby-fauxhai checks if the required
JSON file is available locally and if it is not it is downloaded from
Github. The version 7.5.0 of ruby-fauxhai seems to have all the needed
files in it and would fix this ruby-chef-utils build issue.
