Fwiw, Ansgar suggested to remove those conffiles from systemd.maintscript and call dpkg-maintscript-helper manually.
E.g. could "remove-on-upgrade" have a version constraint to it's only run when upgrading from versions older then 245.4-2?
One more thought here: Aside from the missing version constraint, is "remove-on-upgrade" really supposed to remove a conffile from another package? In Martin-Éric's case, the conffiles were already owned by systemd-timesyncd, so having it removed because by systemd.conffiles appears wrong. At least from a cursory glance.
