Yes, it seems this is normal.  See a recent autopkgtest log from
apparmor [1], which uses this feature.

My understanding is the hint-testsuite-triggers is not used when the
autopkgtest is run, but rather when dpkg-source generates the
Testsuite-Triggers header in the .dsc file.

Thanks, I'll file a bug on it in that case It doesn't need to be used, but it is listed as a "defined" restriction in the docs.
