It installed fine in 'sid', then the upgrade to 'experimental' fails

There is no version of systemd-standalone-* in sid so how can it fail an upgrade from sid to experimental?

Please suggest a better wording for the bug template that also covers this case of package splits with insufficient B+R.

It's not a package split.
systemd-standalone-* are new packages. They follow the debian policy recommended way using C/R/P against a virtual package.
