So it seems that the GDCMTargets.cmake reference a bunch of files not installed 
by the -dev package.
I need to add the cli, java , python bindings and -tools. Here the list

 libgdcm-tools,
 libvtkgdcm-cil,
 libvtkgdcm-dev,
 libvtkgdcm-java,
 python3-vtkgdcm,

But even with all these dependencies, the pythn and cli bindings can not be 
found, due to
wrong path:
