full upgrade to testing

Install grub2/testing 2.04-18 amd64

Grub stop in rescue mode, message:
error: symbol 'grub_file_filters' not found

   * What outcome did you expect instead?
loading the kernel    

To start again, install 2.02+dfsg1-20+deb10u3, > u4 do not work

This indicates that your system is misconfigured to install GRUB to the
wrong disk.  After recovering, run "sudo dpkg-reconfigure grub-pc" and
make sure that the disk you're actually booting from is selected in
"GRUB install devices" (if you don't know better, it's normally safe to
just select the boot records of all your non-removable disks).

The actual bug here is probably in whatever installed your system this
way, or perhaps a failure to update configuration correctly after
switching disks.  We do our best to notice this kind of problem on
upgrade but the design of the boot sequence on BIOS systems means that
it's not always possible.
