libspreadsheet-parseexcel-perl is required to run the exceltex
binary, but is not declared as a dependency.

Don't exaggerate! There are a few scripts / binaries in the TeX packages, which need special perl / python modules. A single non-working binary doesn't make the whole package broken.

I lower severity, we'll fix it after bullseye.
