thank you for spending your time helping to make Debian better with this bug report. In the past, the error message "error: SANE: Error during device I/O (code=9)" always meant an error in the hplip package. In addition, the version hplip 3.21.2+dfsg1-1 is also heavily buggy. I therefore assign the error to the hplip package.
