severity 370453 important thanks Tests have shown that apt-cacher fails to start if and only if /var/cache/apt-cacher/private does not exist. It does *not* require the exlock file to start.
But it does not work correctly if /var/cache/apt-cache/packages/ and /var/cache/apt-cache/headers/ are missing. I'm downgrading this bug to important ; as vorlon said on irc, "restoring directories & perms on removed directories is helpful, but has never been required before."
