And libfcgi 2.4.2 is now in unstable and testing.

I've made the above mentioned changes to libfcgi-perl, and the binary
package gets a dependency on libfcgi0ldbl and the test.pl works
(which it doesn't when building against libfcgi in stable because of
the missing attach/detach functions).

So I think this looks all pretty good.
I've uploaded libfcgi-perl to experimental for the time being, and
I'd appreciate tests or reviews before I upload to unstable.
