Control: fixed 973482 3.14.0+dfsg1-4

mipsel is weak, and the fortran modules cause mipsel to run out of working memory once they get too large (requiring MEM near the 2GB mark).

The workaround is to split the fortran module file (petscmatmod in this case, in the mat component) so its components can be processed separately.

This has happened before, with ksp. Likely it will eventually happen again in other component.

Patch applied in 3.14.0+dfsg1-4.
