Package: restbed
Severity: serious
This package links to OpenSSL even though it does not have any license
exception for it. ftp-master considers this a serious issue. I can build
fine without libssl, so please remove this dependency. If you want to
keep it maybe you want to try building with wolfssl which has an OpenSSL
compatibility library.

OpenSSL is considered a system library (GPL: "major component of the
operating system") in Debian as of
http://meetbot.debian.net/debian-ftp/2020/debian-ftp.2020-03-13-20.02.html
With that, the exception for system libraries can be invoked and a
GPL-licensed program may link with OpenSSL without an additional exception.
