It looks like there is an inconsistency in the openmpi build on armel
and mipsel with respect to the pmix libraries.

The file cited, mca_pmix_pmix3x.so, is shipped in the armel and mipsel
builds of libopenmpi3, which provide

but is not present on other arches, which provide
