I got this in a minimal environment:
$ testssl --help
Fatal error: You need to install hexdump for this program to work
After "apt-get install bsdmainutils" it became:
Fatal error: You need to install ps for this program to work
After "apt-get install procps" I could finally see help, but still
couldn't test anything:
$ testssl example.org
No engine or GOST support via engine with your /usr/bin/openssl
Fatal error: Neither "dig", "host", "drill" or "nslookup" is present

This version fixes the dependency on bsdextrautils to add an alternative
on bsdmainutils which is fine for buster-backports.

BTW, it's nice to put a small comment explaining why you reopen a bug.
And here there's really nothing to do except to update the backport.
Please go check with whoever prepared it.
Your request would in fact have been better filed as a new bug report
instead of reopening an old bug that was correctly fixed in unstable.
