Sorry, it's my first RM - didn't know this.
And, reading
https://www.debian.org/doc/manuals/developers-reference/pkgs.html and
more carefully, it actually says "Once the package has been removed, the
package's bugs should be handled." (and tagging them with +rm which I
didn't).
