Control: retitle -1 xdebug should add Breaks: php-defaults (<= 69)

The tests are passing in unstable, which typically hints at a mismatch
of versions. I scheduled a test run with php-defaults from unstable and
the tests now pass. If I understand correctly, both packages should
upgrade together, so to avoid issues, I think a versioned Breaks is in
order. Just in case you don't consider this necessary, you can lower the
severity of this bug and the packages are not blocked by it anymore.
