It doesn't, the issue is that removal requests work on all the binaries from a 
source package at once.

removing rust-packed-simd would leave rust-rand in a broken state
removing rust-rand would leave rust-tempfile in a broken state
removing rust-tempfile would leave rust-cbindgen in a broken state
removing rust-cbindgen would leave firefox-esr in a broken state


Also note that librust-packed-simd+sleef-sys-dev cannot be salvaged in
any case.
