So, tktable 2.9-3 isn't how I intended it anyway.  I wanted binary
packages named libtktable-2.9-dev and libtktable-2.9, to gracefully
prevent new versions moving to testing before depending applications
are uploaded.

Lars is apparently too busy to do uploads.
