gulkan previously built on s390x. Since it now build depends on glslang-tools, it can no longer be built there. Please build without glslang-tools on s390x (if possible) or make sure to get gulkan's binaries on s390x removed. The latter will also need carefull checking with gulkan's reverse dependencies.
