You told the debconf menu not to stop the server and thus to abort the
upgrade, right?

In this case, of course, the package will then not be upgraded because both,
changing the binaries of a running server
as well as upgrading a server but continue running the old version is a bad
idea. In the latter case it
could lead to unsuspected problem on the next restart or simply security
problems because the admins
forget to restart the server.
