after latest upgrade in testing OTRS became unusable:

Additionally, a 403 Forbidden error was encountered while trying to use an
ErrorDocument to handle the request.

Tha database ist stored in PostgreSQL. The postgresql server was upgraded in
the same apt-get upgrade process. The database itself looks fine and is
accessible via other clients (psql, pgamdin3).
Feel free to ask me for further information that might be needed to track
down the problem.

Hello,
otrs has been rolled back to version 1.3.3 in unstable. That is why I
am closing this bug. Version 2 is provided in package otrs2 which wait
for ftpmaster approvel (get it from
http://people.debian.org/~twerner/). Fully automatic upgrades will
probably not supported soon.
