Hi,

I'm filing this bug report just as a reminder for the release team
what's needs to happen. Basically, we agreed about it in the bus
already: debianutils needs to pre-depend on mktemp (so that after
unpacking the new version 2.16 the mktemp binary is still available),
and mktemp needs to become essential itself.

It looks like Clint magically red your mind and did this before the bug was opened. This is fixed in 2.16.1 according to the changelog (and the latest mktemp upload fixes the mktemp side too).
